Delcy Rodríguez Announces General Amnesty Law and Closure of El Helicoide at Judicial Opening 2026

Acting President Delcy Rodríguez announced a General Amnesty Law with exclusions for serious crimes and the transformation of the Helicoide into a social center, as part of an initiative to promote coexistence and a new justice system in Venezuela.

Venezuela’s acting president, Delcy Rodríguez, announced this Friday during the Solemn Session of Judicial Opening 2026 the decision to promote a General Amnesty Law that will cover the entire period of political violence from 1999 to the present.

 The measure, which will be presented to the National Assembly by the Commission for Judicial Revolution and the Program for Coexistence and Peace, has precedents in two amnesty laws decreed by former president Hugo Chávez and one by current president Nicolás Maduro.

“May this be a law that serves to heal the wounds left by political confrontation fueled by violence and extremism, that serves to reestablish justice in our country, and that serves to restore coexistence among Venezuelans,” Rodríguez stated. The acting president specified that those prosecuted and convicted of homicide, drug trafficking, corruption, and serious human rights violations will be excluded from the amnesty.

Rodríguez also announced that the Helicoide will cease operating as a police headquarters and will be transformed into a Social, Sports, and Cultural Center for police families and surrounding communities. The transformation of the building will be coordinated by the Commission for Democratic Coexistence and Peace, along with other ministries.

During the ceremony held at the Supreme Court of Justice, the president called for a Great National Consultation on a new Justice System, with the goal of ensuring that “justice becomes the queen of republican virtues and that we can guarantee peace and the future of Venezuela as an independent, free, sovereign, and peaceful nation.” Rodríguez emphasized that these decisions embody “the spirit of Chávez and Maduro.”
